I was a founding principal in Applegate & Thorne-Thomsen, P.C. in 1998. I have been in private practice for over 30 years concentrating in the development, financing and syndication of real estate with an emphasis on affordable multifamily housing. In my practice I represent owners and developers in the structuring of ownership entities, including joint ventures, partnerships and limited liability companies, and the acquisition, financing and development of affordable housing properties. I also represent lenders in developing lending programs, structuring and documenting loans, and closing transactions. These transactions have involved extensive experience with the City of Chicago, the Chicago Housing Authority, and HUD.
My practice relating to the financing, development and preservation of affordable housing involves federal, state and local incentives such as:
Section 8 Housing Assistance Programs, including Enhanced Vouchers.
- Federal Low Income Housing Tax Credit,
- Illinois Housing Development Authority Risk Sharing Program,
- Illinois Housing Development Authority Trust Fund Program,
- City of Chicago Second Mortgage Program,
- HOME mortgage financing,
- Tax Increment Financing,
- Illinois Donation Credits,
- HOPE VI Public Housing financing, including assisting clients involved in the Chicago Housing Authority Transformation Plan, and
RELEVANT ACTIVITIES:
I am a member of the American Bar Association's Sections of Real Property, Probate and Trust Law, and Urban, State and Local Government Law, and also the ABA Forum on Affordable Housing. I also currently serve as the General Counsel to Community Investment Corporation, a 501(c )(3) organization financing affordable housing in the Chicago metropolitan area.
