PRACTICE:

Tom Thorne-Thomsen's practice focuses on (1) the taxation of pass-through entities such as partnerships and limited liability companies and (2) the development of real estate with special tax incentives such as the low-income housing and historic rehabilitation tax credits.  He has represented developers of affordable housing who use the syndication of the low-income housing tax credit and other subsidies such as Section 8 rental assistance and local, state and federal loan and grant programs, including the HOPE VI program.  Tom has also represented lenders and equity sources in the financing of affordable housing projects and public housing authorities in connection with HOPE VI transactions.  Outside the real estate area, he has had significant experience advising clients on a broad range of tax and business-planning matters and has served as senior tax counsel for numerous private offerings of equity.  He has also represented clients in tax disputes before the Internal Revenue Service and the United States Tax Court.

RELEVANT ACTIVITIES:

Tom is a past member of the City of Chicago's Affordable Housing Task Force and was previously a member of the Bond Leverage Trust Fund Task Force for the Illinois Housing Development Authority.  He is also a member of the National Housing and Rehabilitation Association, the National Leased Housing Association and is a former adjunct professor at John Marshall Law School's graduate program in real estate law and finance.  Tom is a member of the bar associations of Illinois, Colorado and Georgia.  He has written on the low-income housing tax credit and has been a frequent speaker at seminars and conferences on the development of affordable housing.
