Mark W. Burns

A founding member of Applegate & Thorne-Thomsen, Mark has spent the majority of his career involved in the development, financing and syndication of real estate with an emphasis on multifamily housing and mixed- use properties. In his practice, he represents owners and developers in the structuring of ownership entities, including joint ventures, partnerships and limited liability companies, and the acquisition, financing and development of properties. Mark also represents lenders in developing lending programs, structuring and documenting loans and closing transactions.

Mark’s practice focuses on the financing, development and preservation of affordable housing using local, state and federal programs, including FHA multifamily mortgage insurance programs, the Federal Low Income Housing Tax Credit, the Illinois Housing Development Authority (IHDA) Risk Sharing Program and Trust Fund Program and the City of Chicago Second Mortgage Program. He also has extensive experience on projects involving HOME mortgage financing, tax increment financing, Illinois Donation Credits, HOPE VI financing and tax-exempt bond financing.
